Model Pollution Prevention Plan

Introduction

Purpose

This model pollution prevention (P2) plan is one of a series of documents that complement  the Pollution Prevention Planning Handbook. The handbook describes methods that may be used to prepare a pollution prevention plan consistent with this model plan. It is an important companion document to this model plan.

This model pollution prevention plan provides an example of the types of information that should be included in an effective pollution prevention plan. It has been structured to help organizations develop and document an effective P2 plan, and help those who are responding to a P2 Planning Notice under the Canadian Environmental Protection Act, 1999 (CEPA 1999).

This model plan does not represent the only method for preparing and documenting a pollution prevention plan, and is intended for illustrative purposes only. The advice presented here represents generic advice on “best practices.” While pollution prevention can provide significant benefits to organizations regardless of their size and nature of operations, the precise sequence, level of effort, scope of analysis and options reviewed will vary from facility to facility. Each organization should therefore adapt the advice to its own circumstances and, where appropriate, seek advice from other companies that have implemented pollution prevention, from one of the many Internet-based resources supporting pollution prevention, from government officials or from qualified consultants.

Getting Started

You can use this model plan to help you begin developing your P2 Plan. We recommend using the MS Word version of the model plan (MS Word; 330 KB), where possible. The MS Word version can be modified to suit your facility/organization’s specific requirements, while the structure and tables of the HTML version are fixed in place and unalterable.  If you choose to use the HTML version, print each page after you complete it. Your information will not be saved online: if you do not print your pages, you will lose all your inputted information. 

Please note that:

  • Italicized text provides instruction and clarification at the beginning of most sections. This text should be removed from your final plan once you have read the information and entered the required information for each section. Note: in the HTML version, this explanatory text is in a box under most of the section headers.  
  • Examples are provided for many sections to give you an idea of the type of information or statements that should be included. You may use these examples tailoring them to your P2 plan and facility or organization. The examples should be removed from your final plan once you have entered the required information for each section.
  • Sample tables allowing you to summarize the information for your P2 plan have also been developed. Tailor the tables as required using data for your own plan. Examples of measurements on an annual basis and in metric units of mass and volume have been provided in a number of different tables and figures. It is expected that organizations referring to this template will adopt the units and use the tables that make the most sense for their operations.
  • While this plan presents material in a logical order, the sequence of the sections does not necessarily represent the order in which work will be performed during the planning process. For example, objectives and targets will likely only be set following collection and analysis of baseline data.
  • Throughout the document we have written in bold font the terms Declaration of Preparation or Interim Progress Report to help you easily identify where your P2 plan data may be used when you are completing and submitting your Declarations or Interim Progress Reports to Environment Canada.

Now that you are aware of some of the aids that has been provided in this model plan, you should also ensure you have the following documents on hand to assist you in developing your P2 plan:

  1. P2 Planning Handbook – the handbook provides an overview of pollution prevention; outlines the steps of the P2 planning process and for preparing your P2 plan, and provides detailed information on pollution prevention practices.
  2. P2 Planning Fact sheets – the fact sheets provide concise information regarding pollution prevention practices, techniques and the preparation of a P2 plan.
  3. P2 Planning Notices (for which you are subject) – the Notice will clearly state who is subject to the Notice; the deadlines for preparing and implementing your P2 plan; the on-line reporting deadlines for the Declarations; and examples of the on-line Schedules that you are required to complete.

2.1 Statement of Support from Management

Establishing corporate commitments to the pollution prevention (P2) planning process is important. In order to get the most out of your pollution prevention planning and broad support from senior management and all staff, a written and formally adopted policy statement from the Chief Executive Officer (CEO) is suggested. The statement can be incorporated into existing environmental policy statements or stand alone and should include the signatures of the CEO or other senior personnel in the facility.

2.2 Corporate Policy, Principles and Commitments

Many organizations already have corporate policies, principles or commitments in place which may incorporate issues relevant to P2 Planning. Examples include commitments to water and energy efficiency and conservation, sustainable development, and pollution prevention. Although issues such as resource conservation are not specific requirements of a P2 Planning Notice, implementing P2 activities as a whole for the facility is sound environmental and economic policy and could result in cost savings. 

Documenting corporate or facility environmental policies and principles may not be a requirement of a P2 Planning Notice; however, consolidating this information will help identify synergies and opportunities with existing initiatives in your P2 plan. Some examples could include existing “green team” policies, energy conservation policies etc.

2.3 Status of Environmental Management System (EMS)

Having an EMS may not be a requirement of the P2 Planning Notice; however, the process and documentation of preparing and implementing a P2 plan is very similar with those required for an EMS and both will complement the other. If your facility has an EMS already established, integrating your P2 plan into an existing EMS may only involve refocusing the EMS toward P2 practices. For example, within your EMS environmental policy, commit to the principles and practices of P2 where feasible. Additionally, ensure the initial environmental review conducted for your EMS is adjusted to be consistent with the focus of a P2 plan. Further examples and guidance on how an EMS and P2 plan can be integrated can be found in the P2 Planning Handbook in Table 3: Integrating Pollution Prevention into an EMS and the Pollution Prevention Planning and Environmental Management Systems factsheet.

2.4 Use of Plans Prepared or Implemented for Another Purpose

2.5 P2 Planning Team

Establishing a P2 Planning team at the start of the P2 Planning process will ensure that all departments or sections will be able to take part as required. The P2 Planning team should have the support of senior management to undertake the activities required to complete your P2 plan. Examples of representatives to include on your P2 team include individuals from operations, planning and development, engineering, and environmental and/or laboratory services.

The pollution prevention planning team was developed as a result of the commitment from upper management. Table 2 lists the members of the P2 Planning team and their areas of responsibility. The P2 Planning team has the authority to undertake activities in relation to this P2 Plan and to utilize resources to achieve appropriate results. The manager accountable for the development of the P2 Plan is indicated in the Pollution Prevention Policy.

In addition to the fulltime members of the P2 Planning team, additional personnel are brought in as needed. These advisors could include consultants, suppliers, purchasing department, and legal department etc. You may also be able to include members from a ‘green team’ if it exists at your facility.

4.1 Baseline Review

Conducting a baseline review of your facility allows you to collect detailed information and data required to identify your facility's most significant pollution prevention (P2) opportunities. It involves defining the boundary of the system that the P2 plan will focus on and then documenting inputs, outputs etc. In the P2 Planning Handbook, Section II (Part 2), "Effective Pollution Prevention Planning, Implementation and Review" and Appendix B, "Key Elements of a Baseline Review" provide advice and information on how to develop the information required to complete this part of your P2 Plan.

The year for which your data is being collected is considered your baseline year. If you are responding to a P2 Planning Notice and reporting on baseline information from a year different than the year specified in the P2 Planning Notice, you may need to report which year you have designated as your baseline year in the Declaration of Preparation, Baseline Information Prior to Implementation of the Pollution Prevention Plan.

4.2 Identification of Information from Preparation Year

Material flow diagrams provide a summary of how the substance is used at your facility and will help to clarify the precise source, quantities, or causes of losses for each unit process.  The P2 Planning Handbook, Appendix B, "Key Elements of a Baseline Review” provides key advice on preparing a material flow diagram.

5.1 Identification of Pollution Prevention or Environmental Protection Actions

Identification of possible pollution prevention or environmental protection actions which can be used to meet the Risk Management Objectives is the first step. Try to include, as a priority, the pollution prevention (P2) actions which provide the greatest ability to eliminate the substances of concern at the source, which will reduce your liability and further costs associated with managing these substances. P2 actions may be organized into the following categories:

  • Material or feedstock substitution
  • Product design or reformulation
  • Equipment or process modifications
  • Spill and leak prevention
  • On-site reuse, recycling or recovery
  • Inventory management or purchasing techniques
  • Good operating practices or training

Different pollution prevention actions may be required to address different types of issues. For example, issues related to products are generally addressed through product redesign, or elimination and substitution of toxic substances. Additional information on Pollution Prevention methods is available in the P2 Planning Handbook Appendix D – I.

Where the facility has investigated P2 actions and still finds that other types of environmental protection actions may be more promising at this time, these also should be noted in the P2 Plan. The other types of environmental protection actions may include:

  • Energy recovery
  • Off-site recycling
  • Incineration with energy recovery
  • Waste treatment
  • Pollution control
  • Disposal
  • Other

5.2 Evaluation and Selection of Actions

Careful consideration and selection of your proposed actions will be a critical step of a successful P2 Plan. By identifying the most appropriate P2 or environmental protection actions for your facility you may be able to save money and/or reduce your liability. Section II (Part 1) of the P2 Planning Handbook, "What is Pollution Prevention Planning", describes relevant considerations when identifying, evaluating and selecting options. You may be required to report these actions in the Declaration of Preparation, Anticipated Actions and Results.

As part of the evaluation process to assess the proposed methods, reviewed the economic, environmental, technical and social implications of each proposed action.

In order to compare the proposed actions, each action is assessed according to criteria agreed upon by the P2 Planning team. These criteria can be weighted to allow a systematic ranking of the actions, and the selection of the preferred action(s).

7.1 Monitoring and Reporting

Information on the monitoring and reporting that will be used to track progress in implementing the Pollution Prevention (P2) Plan is required in the Declaration of Preparation.
