4.1 Baseline Review

Conducting a baseline review of your facility allows you to collect detailed information and data required to identify your facility's most significant pollution prevention (P2) opportunities. It involves defining the boundary of the system that the P2 plan will focus on and then documenting inputs, outputs etc. In the P2 Planning Handbook, Section II (Part 2), "Effective Pollution Prevention Planning, Implementation and Review" and Appendix B, "Key Elements of a Baseline Review" provide advice and information on how to develop the information required to complete this part of your P2 Plan.

The year for which your data is being collected is considered your baseline year. If you are responding to a P2 Planning Notice and reporting on baseline information from a year different than the year specified in the P2 Planning Notice, you may need to report which year you have designated as your baseline year in the Declaration of Preparation, Baseline Information Prior to Implementation of the Pollution Prevention Plan.

4.2 Identification of Information from Preparation Year

The Declaration of Preparation requires reporting data from the Preparation Year.

The P2 Planning team identified that sufficient information was available from our records during the period January 1 - December 31, 20__, to establish the Preparation Year as 20___ for the purposes of this P2 Plan.

4.2.1 Process Flow Diagram

A process flow diagram will provide a summary of where each substance of concern is used at your facility, and the quantities.

The P2 Planning Handbook, Appendix B, "Key Elements of a Baseline Review," provides advice on preparing process flow diagrams. This diagram will represent a summary of the information gathered and documented in sections 4.3 in this P2 plan

4.3 Inventory of Substances Used, Transferred by the Facility  

4.3.1 Nature of Activity

When responding to a P2 Planning Notice, the substances and activities you will need to consider are specified in the Notice and must be reported on in the Declarations. In the table below, indicate whether the Substance(s) was/were manufactured, distributed, processed or otherwise used at this facility for the time period for which you are reporting. You may identify more than one activity. Descriptions of activities and details of activities are provided in the “Generic Instructions for Completing Schedules.”

4.4 Material Flow and Mass Balance

4.4.1 Material Flow Diagram

Material flow diagrams provide a summary of how the substance is used at your facility and will help to clarify the precise source, quantities, or causes of losses for each unit process.  The P2 Planning Handbook, Appendix B, "Key Elements of a Baseline Review” provides key advice on preparing a material flow diagram.
