Description of Figure 1: Decision space for IT Investments

This chart is entitled “Investment Decision Space in EC”.

It is a two part graphic dividing the decisions into supply decisions and demand decisions where supply decisions.

The top portion of the figure deals with the demand decisions that have to be taken and it presents a number of example projects that are managed by the CIOB portfolio and client relationship management (CRM) areas. The projects are colour coded by board and the size of each project is represented by the length of a bar representing them. There is an arbitrary line that passes through this list of projects that represents the threshold that delineates small dollar value projects from large dollar value projects.

The bottom portion of the figure deals with three of the supply issues that must be considered when making investment decisions. The first issue that is addressed is the service provider for the work. This issue is represented by two colour coded bars, one for projects that will be carried out by CIOB and one for projects that are carried out in the program areas. The length of these bars differs and represents the amount of resources available by either CIOB or the program areas. The implication is that a decision must be made about how these resources are distributed within the department.

The second decision that is represented deals with whether projects are funded or unfunded. On this line each of the projects identified as being carried out by CIOB and each of the projects identified as being carried out the by program areas are classed as either funded projects or unfunded projects. The implication is that not all projects that are carried out are funded or managed as part of the portfolio at this time and the text of the report highlights the need to consider the entire scope and nature of activity being carried out when investment decisions are being made.

The supply decision that is identified in the figure is whether the identified projects will be carried out in accordance with departmentally approved standards and which will require variances to those standards. The implication is that a certain number of identified projects will not conform to departmental standards it highlights the need to have a process for dealing with the non-conforming projects.
