Description of Annex 3: Departmental IM and IT Governance Model

This figure, entitled “Departmental IM & IT Governance Model” is a modified organization chart that deals with some of the governance committees that have an impact on investment decisions. It is hierarchical in nature beginning with the Executive Management Committee at the top. The text in the report makes it clear that this is a draft model and notes that it was prepared by CIOB.

The chart is divided into supply side and demand side governance structures with supply side being on the left of the figure and demand structures being on the right and separated by a vertical line.

The top of the supply side of the figure is a box for the CIOB Management Committee which is identified as being a CIO level committee. Under this committee are three sub-organizations. The first is headed by the Architecture Review Board (noted as being CIO level), the second is headed by a box for the “Program Board” (noted as being “via” Portfolio Management), and the third is headed by the IM Steering Committee (noted as being the DG of IMD and “other Branch DGs”).

Under the Architecture Review Board (first column) is the Architecture Review committee (Director of Enterprise Architecture (EA)) which is over four boxes representing architecture steering committees for business, information, application and technical matters respectively. Directly below these boxes is found an oval representing the CIOB Operational Committees.

The second column, headed by the “Program Boards” is made up of two boxes representing the Project Board (Project Executive) and the Project Deliver Office (project management) and an oval representing the Project Team.

The final supply side column, headed by the IM Steering Committee contains only a single oval representing the Functional IM Areas. The IM Steering Committee box is connected to the Information Architecture Steering committee (column 1) by a dotted line.

The demand side of the figure is made up of two “columns”, the first of which had a box for each Priority Management Board (all of which are identified as being ADM level committees). These four boxes represent the Environmental Protection Board, the Internal Services Board, the Weather and Environmental Services Board and the Ecosystem Sustainability Board. These boards are identified as being serviced by the portfolio managers in CIOB.

The second column under the demand side of the figure represents the six Regional Committees. The six regions, Pacific / Yukon, Prairie / Northern, Ontario, NCR, Quebec and Atlantic are each represented in their own box and are shown as being Regional Director General (RDG) level committees. The regions are identified as being serviced by the client relationship managers in CIOB.
