Pollution Prevention Planning Consultations

Resin and Synthetic Rubber Manufacturing Sector Isoprene

Working Document for Discussion on the Content of the Proposed Pollution Prevention Planning Notice for the Resin and Synthetic Rubber Manufacturing Sector (“Notice”)

This discussion document presents the main elements that Environment Canada plans to include in a Notice to be issued under section 56 of Part 4 of the Canadian Environmental Protection Act, 1999 (CEPA 1999). It will require the preparation and implementation of Pollution Prevention (P2) plans in respect of certain substances which are specified on Schedule 1 of CEPA 1999 and that are related to the resin and synthetic rubber manufacturing sector. The substance(s) are listed in column 2 of the table in section 3 of the Notice (“Table”) in this document.

Comments received through consultation on the approach and information outlined in this document will be used to develop a Proposed Notice that will be published under section 56 of the Act in the Canada Gazette, Part I. The publication of the Proposed Notice will initiate a 60-day public comment period. Following the comment period and after review of the comments received, a Final Notice requiring the preparation and implementation of P2 plans will be published in the Canada Gazette, Part I.

Note that Environment Canada may amend the final Notice from time to time and, where applicable, to add additional substances which are specified on Schedule 1 of CEPA 1999 and are relevant to the resin and synthetic rubber manufacturing sector.

This working document outlines the main elements of the Proposed Notice for the first substance – Isoprene. If substances are added to the Notice in the future, a separate working document will be developed for consultation with stakeholders.

More information on P2 planning can be found in the Pollution Prevention Planning Provisions of Part 4 of the Canadian Environmental Protection Act, 1999: Guidelines for Implementation. These guidelines and other information related to P2 and P2 planning can be found in the Pollution Prevention Planning section of Environment Canada’s website.
