Environment Canada is in the initial stages of revising the Federal Halocarbon Regulations, 2003 (FHR 2003). The proposed revisions aim to continue minimizing releases of halocarbons to the environment while addressing various administrative and operational issues in a practical manner.
This Consultation Document has been prepared to provide information to stakeholders and Aboriginal groups on the issues that have been encountered in implementing the FHR 2003. Proposed revisions to these Regulations are presented, including targeted questions where specific information and/or input are being sought. Other general comments are welcome and will also be considered.
Environment Canada would like to encourage stakeholders and Aboriginal groups to review this Consultation Document and provide input on the proposed revisions by March 31, 2013 to:

These will be full-day meetings (9 am to 4 pm).
For those unable to attend a meeting in person, two webinars will be presented on Wednesday, March 27th, 2013. The English session will be held from 9 am to 11 am (Eastern Standard Time) and the French session will be held from 1:30 pm to 3:30 pm (EST). The webinars will outline the proposed revisions and present an opportunity to ask questions and provide input.

Proposed revisions identified through this process will be used by Environment Canada to put forward draft revised regulations.
