Notice is hereby given that, pursuant to section 127 of the Canadian Environmental Protection Act, 1999 (CEPA), the renewal of disposal at sea permit no. 4543‑2‑04449 authorizing the loading for disposal and the disposal of waste or other matter at sea is approved for the first time out of an eligible four renewals as permit no. 4543‑2‑04449‑01. The renewal is published on the CEPA Registry on Tuesday, June 20, 2017.

1. permittee: I & S Seafoods Inc., Bonne-Espérance - Rivière-Saint-Paul, Quebec.

2. Waste or other matter to be disposed of: fish waste and other organic matter resulting from industrial fish processing operations.

2.1. Nature of waste or other matter: fish waste and other organic matter consisting of fish and shellfish waste.

2.2. Origin of waste and other matter: waste from I & S Seafoods Inc. industrial fish processing operations, located at Bonne-Espérance - Rivière-Saint-Paul, Quebec.

3. Duration of permit: permit is valid from July 11, 2017, to July 10, 2018.

5. Loading site(s): Chevalier Bay Harbour, Quebec, at approximately 51.43483° N, 57.63583° W North American Datum of 1983 (NAD83).

6. Disposal site(s): Within a 300-metre radius of 51.41200° N, 57.65600° W (NAD83), at an approximate depth of 60 metres, as described in the figure identified in paragraph 4(a).

7. Method of loading, storage and transit:

7.1. The permittee shall ensure that an effective method is employed to prevent access to waste by gulls and other marine birds, such as use of netting or sealed containers except during direct loading or disposal of the waste.

7.2. The permittee shall ensure that the loading, storage and transit are completed in a manner that prevents waste from being spilled.

7.3. The permittee shall recover any waste spilled during loading, storage and transit.

8. Route to disposal site(s) and method of transport: most direct navigational route from the loading site to the disposal site.

9. Method of disposal: the permittee shall ensure that the waste to be disposed of is discharged from the equipment or ship while steaming within the disposal site boundaries and in a manner that will promote dispersion.

10. Total quantity to be disposed of: not to exceed 150 tonnes.

11. Inspection and contractors:

11.1. By accepting this permit, the permittee and its contractors accept that they are subject to inspection pursuant to Part 10 of CEPA.

11.2. The permittee shall ensure that all persons involved in the loading, transport or disposal activities authorized by this permit conduct these activities in accordance with the relevant permit conditions.

11.3. The permittee shall ensure that records of all loading and disposal activities are kept on site for the duration of the permit and are available for inspection by any enforcement officer or analyst, for two years following the expiry of the permit.

12. Reporting and notification:

12.1. The permittee shall use the reference document identified in paragraph 4(b) to provide the following information at least 48 hours before loading and disposal activities commence: type of vessel used to carry out the loading and/or disposal, the name of the contractor including corporate and on-site contact information, and expected period of loading and disposal activities. The above-noted information shall be submitted to the Regional Director, Environmental Protection Operations Directorate, Department of the Environment, Quebec Region, 105 McGill Street, 4th Floor, Montreal, QC  H2Y 2E7, 514‑496‑6982 (fax), ec.immersionenmerqc-disposalatseaqc.ec@canada.ca (email).

12.2. The permittee shall use the reference document identified in paragraph 4(c) to submit a written report to the minister, as represented by the Regional Director of the Environmental Protection Operations Directorate, Quebec Region, as identified in paragraph 12.1, within 30 days after the expiry of the permit. This report shall contain the following information: the type and quantity of waste disposed of at the disposal site(s) and the dates on which each disposal activity occurred.

12.3. The permittee must complete the reference document identified in paragraph 4(c) as provided by the Department of the Environment. This document must, at all times, be kept aboard any vessel involved with the disposal operations and be accessible to enforcement officers designated under CEPA.

12.4. At all times, a copy of this permit and of documents and drawings referenced in this permit shall be available at the loading site and on all powered ships directly engaged in the loading and disposal operations.
