The Notice of Intent to Regulate Greenhouse Gas Emissions by Large Final Emitters - in PDF Format (448 KB) outlines how the federal government plans to implement its climate change policy with respect to greenhouse gas emission reductions by Large Final Emitters, as outlined in the April 2005 Climate Change Plan, Moving Forward on Climate Change: A Plan for Honouring our Kyoto Commitment.

The working assumption of the government is that the proposed regulations would be developed under Parts 5 and 11 of the Canadian Environmental Protection Act, 1999 (CEPA, 1999). There is a 60-day comment period for anyone wishing to submit comments on this Notice of Intent.

All comments, in English or in French, must be received in writing at the address below by Wednesday, September 14, 2005.
