Completion of Canada's National Implementation Plan
Canada's National Implementation Plan (NIP) under the Stockholm Convention on persistent organic pollutants (POPs) has been completed and approved by The Honourable Rona Ambrose, Minister of the Environment, on behalf of the Government of Canada. The NIP also includes Canada's National Action Plan (NAP) for unintentionally produced POPs (UPOPs).
On May 17, 2006, Canada forwarded its NIP to the Stockholm Convention Secretariat. In so doing, Canada met two important obligations of the Convention:
- First, under Article 7, each Party must "develop and endeavour to implement a plan for the implementation of its obligations under this Convention; and transmit its implementation plan to the Conference of the Parties within two years of the date on which this Convention enters into force for it [i.e., by May 17, 2006 for Canada]".
- Second, under Article 5, each Party must "develop an action plan... within two years of the date of entry into force of this Convention for it, and subsequently implement it as part of its implementation plan specified in Article 7, designed to identify, characterize and address the release of [UPOPs]..."

Summary of the consultation process to develop the National Implementation Plan
Environment Canada led development of Canada's National Implementation Plan on behalf of the federal government. The NIP is the result of more than two years of work, including two rounds of multi-stakeholder consultations, and sharing the draft NIP with the international community at the first meeting of the Conference of the Parties (COP-1) of the Convention.
The first round of consultations involved three regional workshops held in 2004, which resulted in development of a draft NIP. The draft NIPwas posted on the CEPA Registry for public consultation during a second round of consultations in February / March 2005: Part I: Canada's National Implementation Plan (NIP) under the Stockholm Convention on Persistent Organic Pollutants; Part II: Canada's National Action Plan on Unintentionally Produced Persistent Organic Pollutants (NAP).; and Part III: A copy of the Convention, provided for ease of reference.
Following the second round of consultations, the draft NIP was shared internationally for information and feedback at the first meeting of the Conference of the Parties (COP-1) in May 2005. This draft included, in its appendices, reports of the multi-stakeholder consultations, as well as written stakeholder comments received. This May 2005 draft was also posted on the CEPA Registry for public information: Canada's Draft National Implementation Plan under the Stockholm Convention on Persistent Organic Pollutants. Draft version with stakeholder comments from Spring 2005 Consultations and provided as an information piece at the first meeting of the Stockholm Convention Conference of the Parties (COP-1) - MAY 2005.
As indicated above, comments provided through multi-stakeholder consultations were considered, along with updated information from federal officials, in developing the final document.
While consultations are complete for this initial NIP, we welcome your comments on the document and/or on the "Response to stakeholder comments" document, and suggestions for future consultations. We ask that you submit comments no later than July 31, 2006.
