Consultation Document for Discussion of the Main Elements of the Proposed Regulations under the Canadian Environmental Protection Act, 1999 to Further Limit Greenhouse Gas Emissions from New On-Road Light-Duty Vehicles

In October 2010, Canada and the United States (U.S.) each announced that they would further regulate greenhouse gas (GHG) emissions from new light-duty vehicles, introducing progressively more stringent standards for model years 2017 and beyond. The Minister of the Environment’s announcement specified that Canada’s regulations under the Canadian Environmental Protection Act, 1999 would be harmonized with those of the U.S.

The U.S. Environmental Protection Agency (EPA) and the National Highway Traffic Safety Administration (NHTSA) have released a joint Notice of Proposed Rulemaking to provide interested parties with an opportunity to comment on the proposed GHG emission and fuel economy regulations that would apply to new light-duty vehicles of model years 2017 and beyond, which are sold in the U.S.

Environment Canada has released a Consultation Document to initiate discussions on the future proposed Canadian regulations. This will provide an opportunity for interested parties to provide early comments and inform the development of the proposed regulations.

Written comments on the Consultation Document will be accepted during the 30-day public consultation period that will end December 16, 2011. Consultations will continue with the transportation and vehicle manufacturing industries, environmental non-governmental organizations, provinces/territories and other stakeholders throughout the regulatory development process.

Proposed regulations are intended to be developed for pre-publication in the Canada Gazette, Part I, in fall 2012 and a formal 60-day consultation period will follow. The regulations and their implementation date will be aligned with those of the U.S.
