Perfluorooctane Sulfonate, its Salts and Precursors
Proposal: Addition to the NPRI at a 50kg MPO threshold
- Environmental health screening assessments underway, draft expected Oct. 2004
- Present in all parts of the environment
- PFOS is not manufactured in Canada and has been phased out of the majority of its uses here in Canada;
- Used as water and oil repellents, in fire-fighting foams, in paints, in hydraulic fluids, in surfactants and in stain removers
Hexachlorobutadiene
Proposal: Addition to the NPRI using an activity based threshold
- Included on PSL2; final assessment report published in 2002
- Included because it was found to be persistent and bioaccumulative (P&B)
- HCBD is a by-product formed during the production of certain chlorinated solvents
Hexachlorobenzene
Proposal: Modification to the NPRI activity based threshold
- Declared CEPA toxic because it was found to be present in Canadian environment at harmful concentrations
- Found to be PB&T, consequently slated for virtual elimination
- Canadian production ceased in 1980, but still created as a by-product
Tetrachlorobenzenes & Pentachlorobenzene
Proposal: Addition to NPRI using an activity based threshold
- These substances were included in PSL1
- They are considered P&B and are slated for virtual elimination
- They are not used or produced in their pure form in Canada
- They are found as contaminants in pesticides and inadvertently produced during incineration and certain metal production processes
Benzidene
Proposal: Addition to the NPRI at an activity based threshold
- Included on PSL1 due to carcinogenic properties
- Used primarily as an intermediate in the manufacture of dyes and pigments
- Not produced in Canada, but small amounts may have been imported between '80-'87
- Manufacture, use, sale, offer for sale or import was prohibited by Prohibition of Certain Toxic Substances Regulations, 2003
- There are limited essential applications of benzidene related to analytical procedures in the health care sector
Chlorinated Paraffins
Proposal: Modification to the NPRI listing of substances and possibly M, P, O thresholds
- Short chain chlorinated paraffins (SCCPs) were listed in PSL1, the assessment report (1994) concluded they are a danger to human life
- There is only one facility in Canada which manufactures MCCPs and LCCPs
- CPs are mostly imported from 2 American facilities
- Used as secondary plasticizers, lubricant additives, or in flame retardant polymers such as rubber and PVC

- Proposal: Proceed with request for modification as already submitted for 2006
- Refractory Ceramic Fibre
- Proposal: Proceed with request for addition as discussed for 2005
- Polybrominated Diphenyl Ethers
- Proposal: No change

- Proposal: No change
- 2-methoxyethanol
- Proposal: Eventual removal of substance from NPRI; the majority of uses are anticipated to be eliminated by 2007
