Used Tire Recycling Program

This program targets used automobile tires with a rim diameter between 30.48 cm (12 inches) and 62.23 cm (24.5 inches), with an overall diameter of 83.82 cm (33 inches) or less, and used commercial truck tires with a rim diameter between 43.18 cm (17 inches) and 62.23 cm (24.5 inches), and an overall diameter of 123.19 cm (48.5 inches) or less.
Summary of Initiative
The purpose of the Programme québécois de gestion intégrée des pneus hors d’usage 2009 – 2012 [Program for the Integrated Management of Scrap Tires] is to recycle used automobile and truck tires generated in Quebec and to facilitate tire remolding, recycling and energy recovery.
Recyc-Québec, a Quebec crown corporation, is responsible for managing the program. The program is funded through an environmental fee placed on the purchase of new tires for road vehicles in Quebec, enabling Quebecers to recycle their old tires.
Recyc-Québec reports to the Minister of Sustainable Development, the Environment and Parks and is governed by a board of directors representing various interested groups.
Consumers can return their designated tires to collection centres throughout the province, at places such as retailers or garages.
The Programme québécois de gestion intégrée des pneus hors d’usage 2009 – 2012 is governed by its program plan, as part of the Politique québécoise de gestion des matières résiduelles [Quebec Policy on Residual Material Management].
This policy states that “By the end of 2012, the government will expand its extended producer responsibility requirements to used tires.” It is expected that the responsibility for managing used tires, including oversized tires and off-road tires, will be handed to producers based on extended producer responsibility principles.
The program’s objective is “zero waste”, that is to say that no tire will be sent to a landfill site or stored in Quebec and that used tire activities will not generate any waste in the transformation process.
Tire retailers and garage operators collect used tires from consumers at no charge with the purchase of new tires. There are over 11,000 collection points.

Consumers pay an environmental fee of $3 when purchasing new tires in the province. The revenues generated are used to fund the collection and recycling of the tires.
Program Monitoring and Reporting:
Recyc-Québec reports on its programs to the Quebec Minister of Sustainable Development, the Environment and Parks through its annual report, which is available on the Recyc-Québec website.
In 2010-2011, the program recovered more than 7.8 million tires (equivalency in automobile tires), 96% of which were recycled and 4% were sent for energy recovery.
