Transboundary Coverage of the Inland Plan Regional Annexes

This diagram provides a map of Canada reflecting the geographical scope of the
Canada-United States Joint Inland Pollution Contingency Plan’s five Regional Annexes, as set forth in Section 302.3 of the Plan.

APPENDIX B 

Binational Concept of Operations

This diagram provides a graphical overview of the coordination mechanisms that exist between domestic institutions in Canada and the United States, as well as with Binational Teams that have been established to ensure effective implementation of the Canada-United States Joint Inland Pollution Contingency Plan. This coordination takes place at the national and regional levels, as well as at the local level at the site where the polluting incident has occurred. The specific mandate and role played by each of the institutions referred to in the following paragraphs is provided in Section 300 of the Plan.

At the national level, coordination between Environment Canada’s National Environmental Emergencies Centre, the Government of Canada’s Government Operations Centre, the U.S. Environmental Protection Agency’s Emergency Operations Centre and the U.S. Government’s National Response Team is realized via the International Joint Advisory Team Co-chairs.

At the regional level, coordination between Environment Canada’s Regional Offices, Canada’s Regional Environmental Emergencies Teams, U.S. Environmental Protection Agency’s Regional Offices and U.S. Regional Response Teams is realized via the Regional Joint Response Team Co-chairs.

At the local level, an Incident Command Post provides the venue for on-site co-ordination by the On-Scene Coordinator in liaison with the Incident Commander and the Responsible Party. Where warranted, a Joint Information Centre can also be established as an adjunct to the Incident Command Post.

Notification Procedures in Canada

This diagram provides a graphical overview of the notification procedures outlined in Section 401 of the Plan that are to be followed for polluting incidents that occur in Canada within the geographical zone covered by the Plan.

Notification Procedures in the U.S.

This diagram provides a graphical overview of the notification procedures outlined in Section 401 of the Plan that are to be followed for polluting incidents that occur in the United States within the geographical zone covered by the Plan.

APPENDIX F

Binational Plan Activation

This diagram provides a graphical overview of the decision making process by which the Plan can be activated by either country as set forth in Section 501 of the Plan.

Binational Plan Deactivation
