Evaluation of the Canada-U.S. Clean Energy Dialogue

1.0 Introduction

An evaluation of the Canada-United States (U.S.) Clean Energy Dialogue (CED) was conducted from July to September 2010 to assess the program’s relevance and performance. The objective of this evaluation was to meet the information requirements of senior management and to fulfill Treasury Board Secretariat requirements. Results from this evaluation are also required to inform decision making for the Clean Air Agenda (CAA). This evaluation was identified in Environment Canada’s Audit and Evaluation Branch’s Three-Year Risk-Based Audit and Evaluation Plan for 2009–2012 that was approved by the Departmental Evaluation Committee (DEC) on May 22, 2009.

The CED is part of the Government of Canada’s broad Clean Air Agenda (CAA) which includes eight themes: Clean Air Regulatory Agenda, Clean Energy, Clean Transportation, Indoor Air Quality, Adaptation, Partnerships, Management and Accountability, and International Actions. The CED is one of the program components under the International Actions Theme, along with the Particulate Matter (PM) Annex, International Participation and Negotiations, International Financial and Other Obligations, and the Asia-Pacific Partnership on Clean Development and Climate (APP). An evaluation of the other program components in the International Actions Theme was completed in April 2010. The CED, which was added to the theme later and had separate funding, required a separate evaluation. CED evaluation results, in addition to results from the assessment of the International Actions Theme, contribute to the horizontal evaluation of the entire CAA. Environment Canada (EC) is the lead department on both the CED and the overall CAA, and is responsible for the implementation of this evaluation.

This report summarizes the evaluation process and findings, conclusions and recommendations and is organized in six sections:
