4: FSDS Logic Model

Building on the "Plan, do, check, improve" system as described in the introduction, the FSDS Logic Model is the basis for identifying results, progress and performance on meeting the requirements of the Federal Sustainable Development Act as they pertain to the FSDS. It identifies the linkages between the activities and outputs of the FSDS and the achievement of its immediate, intermediate and ultimate outcomes1. It develops a chain of results connecting activities to the final outcomes while identifying the steps that will demonstrate progress toward their achievement.

The FSDS Logic Model (Appendix 4) has been designed to highlight four key result areas based on the requirements of the Act. These include:

  1. developing and reporting on the FSDS (green);
  2. measuring performance (blue);
  3. departmental Sustainable Development Strategies (RPP and DPR) (grey); and
  4. putting sustainable development into practice (red).

The activities, outputs, and outcomes in the logic model contribute to achieving the purpose of the Act to make “environmental decision-making more transparent and accountable to Parliament”2. As a result, increased transparency and accountability has been displayed prominently as an underlying theme throughout the FSDS Logic Model.

The ultimate outcome flowing from the activities and outputs of the FSDS Logic Model is “improved performance on federal sustainable development goals and targets”. In the long-term, the activities and outputs supporting the requirements of the Act, as they pertain to the FSDS, are expected to have a positive impact on the performance of the goals and targets included in the FSDS. It is anticipated that, over time, the FSDS performance measures and environmental indicators could be broadened to include additional environmental, social and economic factors.
