3. Description of the proposed project (major products, process, capacity, etc.):

The proponent, Energy East Pipeline Ltd., proposes to construct and operate a 4,500 km crude oil pipeline system from Hardisty, AB to Saint John, NB, with delivery points at three existing refineries in Eastern Canada and two new marine terminals, one at Cacouna, QC and the other at Saint John, NB, to allow for the export of crude oil to international markets.

The project involves the construction of approximately 1,500 km of new pipe, and the conversion of approximately 3,000 km of existing gas pipelines to oil service, as well as the construction of related facilities such as storage tanks, pumping stations and facilities for marine tanker loading.

From an air issues perspective, the two main components of the project are the marine terminals. Other emission sources from the project fall below the thresholds recommended for transboundary notification.

The emissions noted above are a result of shipboard fuel combustion. The specific nature of the engine and/or fuel may vary from ship to ship.

Emissions from all ships are expected to be mitigated as a result of the new emission limits mandated on marine vessels as part of the North American Emission Control Area and International Maritime Organization standards.  The specific measures that might be implemented to meet the mandated emissions may vary from ship to ship.

10. Description of potential transboundary environmental effects on air quality, if available:

Saint John, NB - All predicted ground level concentrations fall within existing regulatory criteria, with the maximum concentrations occurring over water and in the immediate vicinity of the marine vessels.

Cacouna, QC - All predicted ground level concentrations fall within existing regulatory criteria, with the maximum concentrations occurring within or immediately adjacent to the shipping lanes.

11. Details on the environmental assessment process including deadline date for submitting written comments on the environmental assessment process and date for public meetings, if available:

The environmental assessment for this project will take place as a Panel Hearing under the auspices of the National Energy Board.  Anyone wishing to comment or participate in the review process must register in advance.  The Application to Participate will be posted on Feb. 3, 2015, and interested parties will have until March 3, 2015 to submit their application.  Information on the project, the review process and the Application to Participate may be found here:
