Transboundary notification: Vancouver Island Energy Corporation

(1) Name and address of proponent:
Vancouver Island Energy Corporation, c/o BC Hydro, 6911 Southpoint Drive, Burnaby, BC, V3N-4X8

(2) Latitude and longitude of proposed facility:
49o 14' " N,   123o 86' " W

(3) Distance to the Canada/U.S. border:
42 km

(4) Brief description of the proposed project (major products, process, capacity, etc):
A power plant is proposed for a site near Nanaimo on Vancouver Island in British Columbia. The plant will be natural gas fired and produce 265 MW without supplemental duct firing, and 295MW with duct firing. The plant will use a GE 7FA gas turbine and a heat recovery steam generator in a combined cycle configuration. Selective catalytic reduction and aqueous ammonia will be used to reduce NOx emissions.

(5) For combustion processes, list capacity (tonnes/year), fuel type and grade:
Capacity: 1,174,400-1,342,500-cubic meters/day (265-295 MW) Fuel Type: Natural Gas Fuel Grade: N/A

(6) Contact for technical and design information:
Mr. Lachlan Russel, Project Manager,
Phone Number:  (604) 528-2661
Fax Number:      (604) 528-3037

(7) Estimated annual quantities of the following pollutants released to the atmosphere (tonnes per year):

SO2 : 10.4*
PM : 12.6*
NOx : 95.8*
VOC : 14.4*
CO : 179*

*50% duct firing, 50% no duct firing

(8) List hazardous air pollutants with emissions estimates (tonnes/year) for any hazardous pollutants with expected annual emission rates of greater than 1 tonne per year:
Ammonia - 50.6 tonnes/year* Formaldehyde - 5 tonnes/year* n-Hexane - 1 tonne/year* *50% duct firing, 50% no duct firing
