(4) Brief description of the proposed project (major products, process, capacity, etc):
Northland Power Inc. (NPI) will design, develop, and operate the proposed Thorold Cogeneration Project (TCP). The proposed TCP is a 255 Megawatt (MW) natural gas fired, combined cycle facility, comprised of a 160 MW natural gas fired gas turbine and a 95 MW steam turbine. The proposed TCP will be located on the premises of existing Abitibi Consolidated Canada Corp. (ACCC) paper mill in Thorold, Ontario. The facility of one NG-fired gas turbine generator (GTG), nominally rated at 160 MW, one heat recovery steam generator (HRSG) with duct firing capability (up to 100 MMBtu/hr), one steam turbine generator (STG) with nominal rating of 95 MW, two NG-fired auxiliary boilers, each with a nominal rating of 337.4 MMBtu/hr and one emergency NG-fired reciprocating engine generator set with nominal power rating of 1060 kW. One of the two auxiliary boilers will also be designed to operate on landfill gas (LFG). The LFG, which is to be taken from the existing Walker Landfill, would account for 150 MMBtu/hr, High Heating Value (HHV) and is currently burned at the ACCC's existing steam plant. The proposed TCP will be replacing the existing ACCC steam plant and provide steam and power to the ACCC facility.
