Purpose
This handbook provides information about
pollution prevention planning processes
and techniques. Pollution prevention is the
cornerstone of national efforts to manage toxic
substances under the Canadian Environmental
Protection Act, 1999 (CEPA 1999). The Act
authorizes the federal Minister of Environment
to require pollution prevention plans for specific
toxic substances. The guidance provided in this
handbook is presented in a way that will help
the reader comply with a requirement to prepare
a substance-specific pollution prevention plan
under CEPA 1999, but it may also be used in
other circumstances, including to help
implement pollution prevention in entire
production lines and facility operations.
Those who are required to prepare a pollution
prevention plan under CEPA 1999 are
