Transboundary notification: CP North Dumfries Energy

  1. Name and address of proponent:
    CP North Dumfries Energy LP
    99 Summer St. Suite 1000, Boston, MA, 02110 Tel: 617-330-1334 Fax: 617-330-1329
    bheeney@capitalpower.com
  2. Contact name for technical and design information:
    Bill Heeney, Tel: 617-330-1334 Fax: 617-330-1329
  3. Description of the proposed project (major products, process, capacity, etc.):
    The Project will consist of two (2) natural gas fired turbines with an initial electrical generation capacity of approximately 400 megawatts (MW). Provision will be made to allow for the possible instatllation of a third unit at a later date. The proposed facility will be designed for intermittent use only (i.e. a "peaking" facility).
  4. Latitude and longitude coordinates, city/town, county and province.
    Address: 2384 Dundas Street South, Township of North Dumfries, Regional Municipality of Waterloo;
    City: Cambridge;
    Province: Ontario;
    Latitude / Longitude (degrees-minutes-seconds) 43° 20' 15.77" N, 80° 15' 19.32"
  5. Distance to the Canada-U.S. border:
    99.5 km
  6. Estimated annual quantities of the following pollutants released to the atmosphere (tonnes/ year).
    Sulphur dioxide (SO2) : 38.66 tonnes / year
    Particulate matter (PM) : 70.01 tonnes / year
    Volatile organic compounds (VOCs) : 22.71tonnes / year
    Carbon monoxide (CO) : 2384.12 tonnes / year
    Nitrogen oxides (NOx) : 1980.46 tonnes / year
  7. List hazardous air pollutants with emissions estimate (tonnes/year) for any hazardous air pollutants with expected annual emission rates of greater than 1 tonne per year.
    Not applicable
  8. For combustion processes, list capacity (tonnes/year), fuel type and grade:
    Capacity:
    751,462
    Fuel Type: Natural gas
    Fuel Grade: Not applicable
  9. Description of emissions control equipment to be used to minimize emissions of air contaminants/pollutants, if available.
    The combustion turbines are powered entirely by natural gas. Air flows into the combustion turbines compressor, and then to the combustion chamber, where it mixes with pipeline quality natural gas and is combusted. The combustion chambers feature dry low NOx combustors that reduce the formation of nitrogen oxides.
  10. Description of potential transboundary environmental effects on air quality, if available.
    The air quality assessment found that the plant emissons will have very little impact on the surrounding airshed and will readily meet the Ministry of the Envionment and Climate Change (MOECC) regulatory ciriteia under all operating conditions.
  11. Details on the environmental assessment process including deadline date for submitting written comments on the environmental assessment process and date for public meetings, if available.
    In compliance with Regulation 116/01 and the Ministry of the Environment and Climate Change's “Guide to Environmental Assessment Requirements for Electricity Projects” (MOECC 2001), Competitive Power Ventures Holding, LLC (CPV) has conducted comprehensive public consultation throughout the screening process for the Project. Proponent has previously met with officials from municipal and provincial agencies early on and throughout the Environmental Assessment planning process to describe the Project, outline the Project schedule and to discuss agency concerns and approval requirements. Proponent has notified the general public and stakeholder groups of the Project through a series of press and media releases. A Notice of Commencement (Notice) was issued on 26th September 2007 to notify the public of the commencement of the environmental screening for the proposed power generation facility. The Notice was published in The Record and the Cambridge Times. Invitations to Public Meetings were made public on 26th June 2007 (1st Public Meeting) and 13th October 2007 (2nd Public Meeting). These invitations were advertised in the Record, Cambridge Times, and also distributed to all addresses on the Project mailing list. Comprehensive Environmental Review Report was completed in February 2008. A notice of completion was posted for 30 day period ending in March 28, 2008 in accordance with O.Reg 116/01.
